The doctoral research investigates early childhood education and care policies during the Mubarak\u2019s era, a policy area that has become more and more crucial to the regime since the 1980s. The commitment of Egyptian institutions to educational and social reform, supported by development aid agencies and international organisations (World Bankand UNESCO), has produced an unprecedented growth in size of the public school system, and impressive results of children\u2019s social and health protection. With the purpose of illustrating the development of the public education and social protection system for young children, my doctoral thesis examines social, economic and political factors that have contributed to its growth. The analysis of these factors has been carried out by taking into account both international and national trends. Building on the stories of new social studies of childhood and theoretical approaches to public policy, the dissertation examines the interlocked action of educational and social policies both at the global and national level. It analyses the impact these policies have had on the Egyptian society and the Egyptian public education system through the combination of mixed quantitative and qualitative methods. By using quantitative data, the dissertation provides descriptive statistics about early childhood education and care on the period 1988-2008 in relation with social, economic and educational variables. Qualitative data by fieldworks in Cairo and Giza suburbs enable to provide a sample of preschooler population, social and preschool institutions and their costs for Egyptian households.<\/i><\/p>\n
